1. Please discuss the crucial role of computer technology in a successful project management.

1) The application of computer technology in project management is a combination of modern project management theory and modern Information Technology. The general application of IT like software such as MS project, primavera project planner and so on in project progress, plan management, cost management, contrast management and PMIS, which specially aims at construction project management, had become methods to quickly act and realize objective as far as possible as well as methods to timely, accurately, wholly collect, store and process investment, speed of project, plan of quality and concrete information for investors, developers, contractors and project consultants.

 

2) In actual application of project management, computer hardware and software technologies assist objective project plan and controlled project management information system. In the one hand, it constructs subsystem and sharing data bank like investment control and management, progress control and management, quality control and management and contrast management etc. To provide timely contrast n between planed process and actual process for and feedback information process managers; To provide timely contrast between investment plan and actual investment number and information for investment managers; To formulate quality standards and requirements, storage of quality data, statistic contrast and quality of controlled project for quality managers; To assist management for drifting, signing, carrying out, filing and claming of project contrast etc.

In the other hand, the development of computer and network technology makes project managers part in physics and space, which could not keep close communication and solving problems with their teams and in addition it builds virtual teams linking members in different places based on e-mail, internet and long-distance virtual meeting. The technologies could let the project management work get sufficient expert resources and reach consciences with project team members through fully communication, link each member closely and promote success of the project management.

3) But successful project managements not only carry out effectual computer hardware and software technologies, and project managers are not and will not be a software officer for project management. Successful project managements need the project stakeholders and fully communication, set up a method concerning important events with support from project team and project beneficiary. Computer technology just is the assisting toll for realizing these objective and benefit.

 

 

2. Please explain the application and importance of WBS work breakdown structure and OBS organization breakdown structure in project management.

1) The WBS is a comprehensive tool, which defines project work elements and work coverage and could be shown by graph. In project management, only the work illustrated in the WBS is the project coverage, which is based on plan and control for achievements may be delivered, and is not only based on task or activity. In the practice of project management, the premise is combing actual needs for the WBS to define work coverage effectually or determine the tasks if it should be completed. In actual work, some managers know little about their role and responsibility or just copy the WBS of other projects blindly leading to time waste and a lower successful probability. At the same time, the accurate WBS lessens difference possibility between askers and operators. But, it could not guarantee the work will be done as scheduled.

 

2) The OBS decomposes needed determined work for concrete functional departments and individuals and the inside organizational structure as well. When it is used in objective management, its advantage links project activity and budget while its limitations is that some steps are lost, neglected or undervalued in the work deposition structure phase, which could not be actively corrected and lead to budget inflation and chaos.

3) The method using WBS and OBS precisely as strutted project and making them as a whole play important action in project management. Firstly, the method could effectually integrates the work to be carried out of the project, organization structure, personal work possibilities and relating plan, control, work definition, cost estimation, variety and control, resources, expense, quality, materials, information analysis and report of attached system as well as critical elements of project management. Secondly, the WBS embodies plan and objective of project management, and makes the WBS list every part, all of which represents the needed steps for completing the plan and objective of the entire project management. While the OBS boosts needed task to give concrete departments and individuals and determines each ones responsibilities for realizing the project management plan objective. Thirdly, for each task in planned task, estimated time, cost and needed resources should be defined and the structured methods of WBS and OBS just provide for basic estimation for the plan of cost management, time management and resource management.

 

3. Please point out function and action of project planning and evaluate the important meaning of planning management in a successful project management.

1) In project management, project planning is a rewarding investment, which makes all work go through cost estimation, logic sorting, time and objective fixing and limited arrangement. In addition, the project work has visibility function.

2) Successful project management is carried out successfully in a restricted and limited condition. The most important restriction amid is usability of resources, which aims at giving the best policy decision for resource allocation, distributes resources of suitable number in a suitable time to a suitable task. It urges project managers must discern the people, materials, capital and equipment, which restricts project and has bad effect and finds methods for reliving resources and time restriction.

3Effectual project planning provides good work basis for a successful project management result and thus contribute a lot for cost saving and profit improving. On the one hand, estimate, we assume and analyze effectiveness of what-if including inside technology ability, management skills and organization communication as well as outside financial policies, force majeure, enterprise tactics and law and system through project planning as much as possible, survey and evaluate profit capability, quality reliability and completed at scheduled of project and halt no more effective assumption as early as possible. On the other hand, through marking analysis for crucial activity and route, we guaranty that the resources in the project could be allocate in the task, in which it can give full play and thus boost the project could be completed high effectively.

4. Please discuss whats the way for a project manager to adopt measures managing risk when a project just starts.

1) Any events leading to negative influence are all project risk, while effective risk management has active boosting action for a successful project. Project managers adopts measures to manage risk is the effective basis for risk management at the early stage of the projects life circle. Because the early stage of the projects life circle exists most negative influence and uncertainty as well as a phase including risk and chance. At the same time, not too many resources are put into the early stage of the project, so the enterprises get little influence with the result arising from the negative influence. Or, along with the development of the projects life circle, when the project are carried out or come into later stage, the influence degree caused by the consequences of negative result will grow because more budgeted capital and resources are put into the project.

2) The target of risk management is seeing lowest influence for enterprises and these influences are caused by uncertainty and potential negative results. Project managers, at the early stage of life circle, must adopt measures to manage risk and discern risk and make plan dealing with risk aiming at each relating interfacial risk. To sort out and manage similar risk such as finance risk, technology analysis, commercial risk, enforcement risk and legal risk and so on; to discern risk of determination and quantitative methods for general risk such as absence, HR training and special risk. Aiming at concrete risk elements, to determine choose active dealing risk management plan bade on reliving measures like accepting the risk or not, minimum the risk, share the risk and transfer the risk, which will be as a part of standard enforcement program and realize an effectual control for risk.
