Actual Project Case

1. Introduction to the Basic Information of the Project

On April 1, 2008, I took up a large residential area project construction and actual situation of the project are as follows: it covers a construction area of over 130 thousand square meters and 13 buildings in all. Among which, the first and second buildings are 28 floors; the third and the fourth are 25 floors; the fifth to the eighth are 17 floors, the ninth to thirteenth are eight floors; garage in basement are 23946.56 square meters, air defense construction in the second floor underground are 8586 square meters adopting reinforcing steel bar framework shear wall structure with a base of high-tensile concrete tubular piles. The project started its construction on June 5, 2007 and its contrasted period is three years.

After some construction was being constructed, problems in three aspects were found in its construction process through my inspection, check and referring to some detailed project materials:

1) Currently, over half construction period has been completed. But only about 45% project is completed in the overall project and 25 days will be delayed compared with former plan.

2) Some quality problems such as “honeycomb” and “spongy surface” are appeared on shearing wall in inspection.

3) July 2007- March 2008, we saw an excessive expenditure in actual construction spending compared to contracted prices for the reason of appreciation of materials and labor as well as a crush construction.

Target-oriented Solutions for the problem in the Project

1. Solutions and analysis for construction period Delay

1) Influence from relevant project construction Units

On the one hand, just one unit could not cause delay of the entire project. In fact, relevant units participating in the project such as government, project owners, designing companies and materials-supplying enterprises could generate influence to the entire project with delay and lagging in all the aspects of their work.

In the other hand, the direct reason is that the air defense project in the second floors underground are reported lag behind and as a result, 20 days are delayed.

So, we cannot only consider contractor’s work efficient and we must coordinate progress relation between relevant units in budget management category when we control our construction process in project management. For those irresistible and unforeseeable elements, we should keep enough flexible time in process plan arrangement.

2 Influence to Project Process from Materials-supply Chain

All kinds of building materials needed in construction like parts, machines, tools and equipment, if could not be carried to the on the construction field on schedule or are unqualified, it will cause some influence to construction process.

So, some space in project scheme should be set aside in advance to coordinate or necessary emergency scheme should be prepared to control entire combination of the materials chain well

3 Influence from Capital

Enough capital promises a smooth project construction. Owning to lacking enough capital for the construction, the capital turn over was directly effected. From Aug. 2007 to Jan. 2008, 30 days are delayed for the reason.

So, in project management, construction process plan should done well according to the owners’ capital-supplying ability with timely monitoring for fear that capital is not enough or the construction period is effected. Or, compensation must be claimed for owners according to actual construction period.

For owners’ reason, construction process cost is not paid on time and the construction was delayed, a construction period delay had been requested for the owner.

4) Influence from Construction Conditions

In construction progress, some irresistible elements such as climate, geology or surrounding environment could affect construction process. In the lunar new year of 2008, a blizzard climate, which we could not see in the past fifty years, appeared in South China. For this reason, the workers came back late after the spring festival leading to a delayed construction period.

 

5) Influence from Progress Control of Construction Unit

Progress control is a dynamic management process and it includes analysis and proof of progress target. It makes progress plan as well as relevant tracking and adjustment. If that progress plan making is paid important attention and needed adjustment is neglected, then the progress plan will not be controlled. For a completed progress plan, the process of progress control is an unceasing adjustment process of progress control along with the development of the project department. The target of the progress control is to realize progress target through control.

The situation in construction field is complex, in any case like wrong construction plan, uncompleted management and untimely problems solution will affect project progress. So, construction units should be asked and monitored to provide enough technicians to avoid delayed construction period.

2, Control for Construction Period of Project

In the first place, workable making correction measures should be made and rigidly be carried out. In addition, effective assorted measures should be made aiming at quality control in process.

1) Quality control could adopt methods of plan, implementing, check and handling.

Plan

It refers to relevant subjects, according to their task target and duty coverage, to determine documents such as organizational systems, work procedures, technological methods, business united procedures, resources allocation, inspection and examination requirements, quality recording methods, unqualified handling and management measures of quality control etc. In addition, some proof for feasibility, validity and economic rationality for expected objective should be carried out and be acted according to specified procedures and limits to rights.

Implementing

It includes two segments- presentations of planed implementing scheme and methods and requirements prescribed according to the plan. Then, technological activities of project work should be developed.

Check   It refers to different kinds of check in the implementing plans including self-check of workers, check each other and check of professional managers. The concrete contents include two aspects: firstly, to check if the acting plans are carried out rigidly; if actual conditions change; why the plans are not carried out. Secondly, check the result of the implementing. That is to check if the caused quality can reach standards of requirements. We should confirm and evaluate the quality.

Handling

The quality founded in check should be timely analyzed and corrected with adopting needed measures to maintain a controlled quality. Concrete two steps include correction and prevention. The former step is to adopt emergency measures to resolve current quality problems. The later step is information feedback, which will have a second thought to the cause of the problems or poor plans, to provide reference for similar quality prevention from now on.

2) Three Phase Control

Beforehand Control:  firstly make a careful quality plan and a workable and an effective expected quality target, quality plan, construction organizational design and construction scheme.

Concurrent Control: In the process of quality making, different technical operators should be self-controlled according to relevant regulations. At the same time, their technological talents should be fully developed to complete the expected quality target of work task.

Afterwards Control: to evaluate and confirm quality activity results and correct quality structure.

 

3. Quality Control in Construction Work Process

1) Work Presentation including work technology instruction, quality standards and construction foundations etc.

2) To check construction sequence, rationality of procedures, scientificalness and prevent quality out of control of work sequence for the reason of wrong work sequence.

3) To check work sequence and construction conditions to see if such devoted materials, using tools, equipment and operation techniques and environment conditions could meet the requirements of organizational design of construction.

 

4) To check if operation sequence of operators and operation quality meet the requirements of quality regulations

5) To check quality of products in work sequence and construction. Those are work sequence quality and sub item project quality.

6) To inspect and accept the qualified intermediate products (sub item project) in time or inspect and accept covert project.

7) Qualified work sequence, after acceptation, could enter next work sequence construction.

3. Project Cost Control

After project cost plan are carried out, it must compare planned construction cost and actual cost. When there exits a deviation, we should analyze the reason; adopt right measures to correct the deviation to guaranty realization of construction cost control target.

1) Comparison: to have a comparison between planned construction cost and actual cost one by one according to some certain methods to see if the actual cost is overspent.

2) Analysis: to analyze result of the comparison based on the comparison and fix seriousness of deviation and its reason. Thus, we can adopt target-oriented measures to lessen or avoid next deviation with same reasons and lessen loss processed.

3) Prediction: to estimate construction cost when the project is completed according to operation situation of the project.

4) Deviation Correction: When deviation appears in actual construction cost, some measures should be adopted according to concrete situation to minimum the cost deviation.

5) Check: Tracking and check should be carried out for project development and project progress information and affection should be learned in time to accumulate experience for the work from now on.

The project has seen a RMB24 m cost overspending compared with planned cost since its operation in July 2007 due to a high prices improving of materials. According to contrast and stipulation of files of the Guangdong Provincecompensation requirements had been asked for A party.

To sum up, through actual management operation in concrete real estate program and treatment and solution for problems met, we have a deep understanding for the importance of project management for completing entire target. Since birth of project, the management was born. Firstly, the life circle of the entire project should be divided into several phases for a phase management; secondly, aiming at different phases of the project’s life circle, we adopt different management technological methods. Lastly, we should do logistic security management well like people, money, materials and information etc.
